UPI (Unified Payments Interface) For Feature Phone Users


UPI is a leader in India’s digital retail payments, processing record-breaking transactions worth 10 trillion in May this year. In this era of instant gratification, payment has become real-time with smartphone apps. However, till recently, this was not the case for feature phone users. They may be able to surf the web and amuse themselves (if they have internet access) but an instant online payment was beyond their grasp. At the same time, even in a rapidly growing smartphones market, the feature phone user market is still too large to ignore. The exclusion of feature phone users from digital payment initiatives would be a key obstacle in the government’s pursuit of its Digital India vision. That’s where UPI123Pay comes to help. 

It is a big deal, and the central bank has already taken steps to improve efficiency. 

The Reserve Bank of India (RBI) together with National Payment Corporation of India (NPCI) on 8th March 2022 launched UPI123Pay – a multilingual service option for 40 crore non smart phone/ feature phone users to pay digitally without internet connection. While UPI (Unified Payments Interface) payment was available on feature phones prior to this, it was tedious and costly. As per NPCI, UPI123PAY is a three-step process of Call, Choose, and Pay. Reserve Bank of India (RBI) together with National Payment Corporation of India (NPCI) on 8th March 2022 launched UPI123Pay.  

UPI 123PAY is not the first attempt to get feature phone customers on board with UPI. NPCI introduced UPI to feature phones in 2016 via the *99# dialing option through USSD-based services. It did not catch up as envisaged because it was time-consuming (for customers) and expensive (for providers). Thus, the makeover. UPI123PAY is just a three-step process of Call, Choose, and Pay. 

UPI123PAY allows to make payments without an internet connection. The four distinct options to make payment are: 

  1. App-based Functionality  
  2. Missed Call 
  3. Interactive Voice Response (IVR) 
  4. Proximity Sound-based Payments 

The project intends to increase the pace of digital adoption in India by setting up an ecosystem that caters to a bigger audience, including rural and semi-urban areas. It seems the users are liking it this time. Over 37,000 individuals joined the UPI within 20 days of its launch on March 8, 2022, and made around 22,000 successful transactions.  

India’s large scale demands even more push to drive adoption. 

The success factors could be the compelling benefits to feature phone users that simplify everyday living. However, India’s diversity and scale means that government and its agencies will need to do more. They must make continuous efforts to drive adoption since it is all about forming habits and changing behaviors: 

  • Government must continue to seed bank accounts with Aadhaar and mobile numbers and promote highly successful schemes like Pradhan Mantri Jan Dhan Yojana. 
  • NPCI must taise awareness of the new product by encouraging digital literacy on a much broader scale and in greater numbers. Create campaign similar to ‘UPI Chalega,’ (it means “will you accept payment through UPI?”) to promote UPI and digital literacy. 
  • Coordinate with banks, NGOs, government officials and public representatives to spread awareness about digital payments by organizing different programs, camps, rallies, gram sabhas (rural outreach through stand-up meetings), Digi melas (digital fairs), nukkad natak (street plays), bike rallies, digital marathon and more. 
  • Encourage the adoption of digital payment use cases. Increase and encourage acceptance in post offices, public distribution system stores, rural markets, and for the payment of utility bills. 

This will help increase demand, resulting in far larger transaction volumes. In taking a step back, UPI is taking a major stride toward a future with more inclusive payments. The transaction volume in the next months will reflect the adoption rate and success of the initiative.
