Comcast and the other cable providers have lobbied hard against mandates and requirements to provide service. Their lobbyists know well how to work with local governments to ensure their interests are held.
If you want to change this then contact your city representatives and let them know.
Remember what local politicians are. They’re just lazy, incompetent idiots, just like the rest of us. Trying to do the best job they can given the information they have. Give them information to work with. You can trust that the cable providers are.
